How we checked.
Businesses come from OpenStreetMap, in the same trades we track in the GTA, with national chains removed. Each website was requested directly by our checker, which records whether it loads, whether it is served over HTTPS, whether it has a mobile layout, what platform it runs on and the year in its footer. Sites behind bot protection are counted separately and never judged.

Why not every town in Ontario?
Because a page needs enough real data to say something true. Towns appear here once we can open at least 60 working business websites there.
Why is there no "businesses without a website" figure outside the GTA?
Our source outside the GTA is OpenStreetMap, which does not reliably record whether a business has a site. We only publish what we measured ourselves.
